GI Man Arrested in Sexual Assault of a Minor

Brief Narrative: On 12-5-2024 at around 7:59 am, officer responded to an address in the city of Grand Island, reference a sexual assault that took place. Contact was made with a 16 year old juvenile female who stated that while visiting with Lucian Martinez at his residence, he sexually assaulted her. The 16 year old victim stated that Lucian provided her marijuana and while she was under the influence of marijuana and at times incoherent, Lucian sexually assaulted her. Lucian continued to sexually assault the 16 year old even when she told him to stop multiple times. The 16 year old victim also stated that Lucian had sexually assaulted her back in 2023 when she was 15 years of age, prior to the start of the school year but, she did not report it due to Lucian making threats of violence towards the victim and her family if she was to report this sexual assault. The victim also stated that while in Lucian's room, she observed multiple controlled substances in the residence on 12-5-2024 where she was assaulted; to include marijuana that was distributed to her by Lucian for the purpose of ingesting at the time of sexual assault. Lucian Martinez was arrested for Sexual Assault 1st Degree-Victim 16years of age, Sexual Assault 1st Degree-Victim 15 years of age , Terrorist Threats, Distribution of Marijuana and Child Abuse.
