Offense: Shoplifting
Victim: Hy-Vee Incident #: L25030731
Offender: Nyawech Choul Pathot & Norman DeBilzan
Date and Time of Incident: 3/7/25 @ 13:00
Location of Incident: 115 Wilmar Ave
Brief Narrative: On 3-7-2025 at around 1311 hrs, officer responded to 115 Wilmar Ave Hyvee reference a suspicious call. Reporting party advised that a white male in a brown coat and a black female in a purple coat where bothering people in the parking lot. Officers arrived on scene and made contact with Norman DeBilzan and Nyawech Choul Pthot. While contacting the two the officer observed Norman to have a Hy-Vee grocery cart full of items. During the investigation it was found that Norman and Nyawech selected items from a Hy-Vee shelf and placed them into a grocery cart. Norman then pushed the cart past all points of sale and outside. Nyawech walked out behind Norman where they met back up in the parking lot. The total cost of the stolen recovered items was listed as $553.82. Norman was found to have 5 prior arrests therefore he was charged with Felony shoplifting. Arrested- Nyawech Choul Pathot- Shoplifting 28-511.01 Class II MO

Offense: Drugs
Victim: Incident #: L25030762
Offender: Bruce Garcia
Date and Time of Incident: 3/7/25 @ 19:59
Location of Incident: 1834 W 7th St
Brief Narrative: On 3/7/2025 at approximately 1959 hours, Officers conducted a traffic stop on a vehicle for a defective headlight. Officer would make contact with the driver, identified by NE DL as Bruce Garcia. During the duration of the traffic stop, a free air sniff was conducted by a Police K-9. A positive alert was received for the presents of narcotics or recent narcotics usage inside the vehicle. A probable cause search was conducted by Officers. Officers would locate two storage items inside the dashboard of the car which were secured by magnets deep inside of where the car radio would be. Officers opened the storage items and located a Meth pipe along with two baggies of a crystal white substance, later confirmed to be Methamphetamine. Bruce was then taken into custody and arrested for Possession of Controlled Substance, Possession of Drug Paraphernalia and Defective Vehicle Lighting.

Offender: Gavin Eberhardt
Date and Time of Incident: 3/8/25 @ 17:00
Location of Incident: 115 E 13th St
Brief Narrative: Officers responded to 700 E Stolley Park Rd; Casino in reference to a protection order violation. Officers determined Gavin Eberhardt violated a harassment protection order when he contacted the protected party in person and via electronic communications. During the in person contact, Gavin assaulted the protected party causing bodily injury. Gavin was contacted at the protected party's home and arrested for Violate Protection Order with prior P.O. conv and Domestic Violence Assault-3rd/Cause Bodily Injury.

Location of Incident: W 3rd & N Locust
Brief Narrative: Officers were detailed to 3rd St W and Locust St N, reference a Suspicious call for service. A juvenile male reported another male robbed him and took his black Motorola Acer with an estimated value of $300.00. The male suspect also made terroristic threats. Case is open.
