Location of Incident: W Charles & S Cedar St
Brief Narrative: On April 5, 2025, at approximately 1:30 am, GIPD officers initiated a traffic stop near the intersection of Cedar St and Charles St. The driver refused to exit the vehicle and ultimately fled from the scene. The vehicle and driver were located shortly afterwards at Pier Park and the driver again refused officer commands. At one point, the driver angled his vehicle at officers and began revving his engine in a threatening manner. He also verbalized threats that he was going to ram officers with his vehicle. He eventually fled from officers and the subsequent vehicle pursuit was terminated for safety reasons. He was later contacted at CHI St Francis and placed under arrest for Terroristic Threats (6 counts), Flight to Avoid Arrest (2 counts) and Obstructing a Peace Officer.

Offender: Melvin Fitzsimmons

Location of Incident: S Harrison & Church Rd
Brief Narrative: Melvin was observed to be operating a motor vehicle left of the center line on Harrison St. He identified himself by his Nebraska identification card. An administrative records check of Melvin advised that he had a revoked license. He was arrested. During the search of his person, a clear glass pipe was located in his pant pocket. Officers recognized this as drug paraphernalia, as it had white residue and a burnt residue within the pipe. Melvin was then observed to have a baggie of methamphetamine in his hand. This was recognized as methamphetamine from officers training and experience, as it was white and crystal-like. Fitzsimmons was arrested for Driving During Revocation 3rd, Possession of a Controlled Substance, Drug Paraphernalia, Driving Left of Center.

Offender: Katiuska Alonso Perez

Location of Incident: 506 W 4th St
Brief Narrative: On 04/04/2025, Officers contacted an adult female at 506 W 4th St. Officers recognized the female from a previous Hall County Department of Corrections booking photo as Katiuska Alonso Perez. Officers knew Katiuska to have a Hall County Warrant. Katiuska was placed under arrest for the HCW - CR25-141; Forgery 1st Degree and was transported to HCDC without incident.

Offender: Saul Monroy Salvador & Claudia Escobar De Escamilla
Date and Time of Incident: between 4/3/25 & 4/4/25
Location of Incident: 401 W Koenig
Brief Narrative: Officers were called to 401 W Koenig reference a physical altercation that occurred the prior night. It was found that Claudia Escobar De Escamilla and Saul Monroy Salvador entered into a mutual domestic assault with each other resulting in injuries to each other. It was also found that Saul had strangled Claudia impeding her breathing. This incident occurred in the presence of Claudia's juvenile daughter and Saul accidentally hit the daughter in the face, when the daughter attempted to get involved. Claudia Escobar De Escamilla arrested for 3rd Degree Domestic Assault and Child Abuse. Saul Monroy Salvador arrested for Domestic Assault and Strangulation and Child Abuse.

Location of Incident: 2923 W John St; Apt 3
Brief Narrative: On 04/05/25, Officers responded to 2923 West John Apt 3 reference a removal of subject due to the report of an unknown male attempting to enter the apartment without permission. While officers were in route to the apartment, it was advised the male broke into the apartment and was in a physical altercation with the victim who had visible injuries. During the investigation Officers obtained a description of the male who attacked the victim and was identified by officers as Mayra Almayra from previous contacts. Almayra was taken into custody and transported to Hall County Corrections and booked in for Burglary, Assault Second Degree and Use of a Weapon to Commit a Felony.

Brief Narrative: A traffic stop was conducted on a vehicle for driving at night with no headlights. The driver was identified as Luis Contreras Ocana. During the course of the traffic stop, the driver was found to have a revoked driver's license and in possession of cocaine with the intent to distribute. He was placed under arrest for Possession of Controlled Substance (Cocaine) with Intent to Distribute And Driving During Revocation 2nd Offense

Brief Narrative: On 04/06/2025, Officers responded to the Grand Island Regional Hospital in reference to a report of a sex assault. This investigation is ongoing.

Victim: 20 yr old female Incident #: L25040558
Date and Time of Incident: between 4/6/25 & 4/7/25
Location of Incident: 2004 N Wheeler Apt 6G
Brief Narrative: A female reported that a male suspect had wrapped a towel around her neck and knowingly impeded her breathing, then impeded her breathing by using his hand on her neck. In addition, the female reported that she was struck on the breast by the male, using his hand, which caused pain. There were visible marks that were consistent to what the victim was stating. It was reported that the suspect also offered the female an alcoholic beverage, while she was not of legal consumption age. Case is open.
