Location of Incident: E 4th St & Congdon Ave
Brief Narrative: Officers observed Peter J Yat driving his vehicle and unable to maintain lanes. Officers
initiated a traffic stop near the intersection of 4th St and Congdon Ave. Peter would not come to a stop and continued driving until he reached his home. Officers would give multiple loud verbal
commands to have Peter exit his vehicle. Officers would then attempt to place Peter into handcuffs,
and he attempted to pull away from officers. Peter was then placed to the ground and was subsequently placed under arrest. Officers could smell the odor of alcoholic beverage emanating from his person. Peter also had slurred speech and blood shot and watery eyes. Peter refused to take a PBT sample. Peter would also refuse to a legal blood draw and to a chemical breath test. During a search of the vehicle officers observed open alcohol containers. An administration records check on Peter showed he had 4 prior DUI convictions within the last 15 years. The records check also showed Peter was driving during revocation. Peter was transported to the Hall County Department of Corrections, and he refused to take a PBT sample for the jail staff. Peter was transported to SFMC for a medical clearance. Peter was arrested for DUI- 4th Offense- III FO, Driving During Revocation- I MO, Resisting Arrest- I MO, Flight to Avoid Arrest- I MO, Open Container- INF, Refusal PBT- W MO, Refusal Chemical Test- W MO
