Brief Narrative: Officers responded to the area of State Street and Park Ave reference a suspicious call. A Sergeant in an unmarked police vehicle observed a suspicious male dump a plastic bag near a bush when emergency sirens from an ambulance were heard and went by the area. This male then suspiciously retrieved the bag and eventually abandoned the property one additional time near a vehicle on the public street, after which time, the bag was seized. Upon arriving in the area, male offender was observed near a white vehicle. When contacted, there was a white plastic sack abandon under this vehicle on the public street. This bag containing the male's wallet as well as numerous contraband items, including a large knife (blade exceeding 3.5 inches), a sunglass case that contained two drug pipes (one with Marijuana residue, one with methamphetamine residue), and a baggy of Methamphetamine, which weighed 14.3 grams; this methamphetamine was also found in the knife sheath. The knife blade exceeded 3.5 inches and a criminal history check indicated James Plagge was a convicted felon in Arkansas. Offender was placed under arrest for Possession of Controlled Substance (Methamphetamine), Possession of Deadly Weapon by Prohibited Person, Possession of Marijuana Less than One Ounce and Possession of Drug Paraphernalia.
