New Highway and Street Superintendents Licensed

Nov. 14, 2025 (Lincoln, Neb.) — Eight people successfully completed the October 3, 2025, examination and are now licensed by the Nebraska Board of Examiners for County Highway and City Street Superintendents.

Licensed County Highway and City Street Superintendents are Mr. Jon Balzer of Clarkson; Mr. Greg Brecka of Dwight; Mr. Brian W. Briley of Nehawka; Mr. Randall K. Cleveland of Hastings; Mr. Cody Keezer of Columbus; Mr. Douglas Gompert of Scottsbluff; Mr. Treyten James Ruhl of York; and Mr. Trever Trebilcock of Raymond.

Balzer is the Highway Superintendent Assistant for the Colfax County Highway Department; Brecka is the Department Foreman, for the Butler County Highway Department; Briley is the Lead Foreman for the Otoe County Highway Department; Cleveland is a Bridge Inspector for the Adams County Road Department; Keezer is the District Blade Operator, for the Platte County Highway Department; Gompert is the Director of Public Works for the City of Scottsbluff; Ruhl is a Street Foreman with the City of York; and Trebilcock is the Assistant Superintendent for the Seward County Road Department.

The next examination will be held April 3, 2026, with an application deadline of December 31, 2025.

Also, recently licensed was:

Mr. Brian Degen, P.E., of Grand Island; Mr. Stephen Gnagy, P.E., of Hastings; Mr. Kevin Sasse, P.E., of Omaha; and Mr. Neil S. Wolford, P.E., of Hastings.

Professional Engineers (P.E.) are licensed by equivalency.  Degen is a Lead Engineer with Olsson Inc., in Grand Island; Gnagy is an Engineer with Olsson, Inc., in Grand Island; Sasse is Senior Engineer/Project Manager with SEH, Inc, in Omaha; and Wolford is a Professional Engineer with W. Design Associates, Inc., in Hastings.

Superintendents are qualified to assist in administering county, city and village road and street programs, including:
-preparing one- and six-year improvement plans or programs,
-preparing annual budgets,
-supervising the annual program for design, construction and maintenance of roads and streets
-coordinating plans with adjacent counties, cities, villages and with the Nebraska Department of
Transportation.
